Lake County Office of Education
Occasionally, an unexpected crisis arises may affect pupils, staff or parents. From a bus crash to a drug overdose, from a natural disaster to an act of terrorism, from a fire in the school kitchens to a financial scandal, even a minor crisis can have far-reaching consequences for the life of a school.
Continuing the day-to-day operations of the school can prove particularly demanding when dealing with the after-effects of a crisis. Handling persistent media calls, support services, concerned parents, children and staff can be a harrowing experience without suitable training or backup.
Our Emergency Response & Crisis Management training program offers a comprehensive package of services to schools on three levels:
- Crisis Planning: Tests the school’s crisis management plan
- Crisis Management Training: In-house training of staff on crisis management procedures
- Crisis Response and Support Services: Crisis response services including crisis mentoring, emergency response support, trauma counseling, etc.
Participation in our training program offers schools a way to develop or update a systematic plan, helping administrators and staff function more effectively in a crisis.
The components of the program include:
Risk Reduction/Prevention and Intervention
- Development of crisis/violence prevention/intervention strategies specific to the district.
- Addressing communication among students and between students and staff.
- Assessing the manner in which potentially violent events are reported.
- Establishing conflict resolution training programs, peer mediation programs, youth-run programs, forums for students and school community regarding bullying or violence, and anonymous reporting methods for school violence.
- Providing training, drills, and exercises to test components of the emergency response plan.
Response
- Describing policies and procedures for contacting appropriate law enforcement officials in the event of a violent incident.
- Developing a system to inform all educational agencies of a disaster or crisis situation including telephone, fax, e-mail, intercom, district radio system and others as appropriate.
- Describing the policies and procedures to contact parents, guardians or persons in parental relation to students in the event of early dismissal or violent event.
- Describing the district's multi-hazard response plans for responding to threats of violence, intruder, explosive/bomb threat, hostage/kidnapping, hazardous material, natural/weather- related, earthquake, school bus accident, gas leak, civil disturbance, biological, radiological, epidemic or other critical incidents.
Response Team
- Identification of protocols for appropriate response to emergencies and include determining decision makers, plans to safeguard students and staff, transportation procedures, procedures to notify parents and media and debriefing procedures.

Emergency Preparedness Workshops
The SchoolGuard project includes both regional workshops for partnering counties, and county-specific workshops tailored to the individual needs of each partner county.
